Shipping Association wins covetted U.S EPA Environmental Quality Award for Idling Policy

The New York Shipping Association (NYSA) has won an EPA Environmental Quality Award. Over the last 5 years, it has instituted changes to equipment and operations in the Port of New York and New Jersey that have resulted in a 45-percent reduction of air emissions per ton of cargo. Such aspirations ought to be within the reach of the Cleveland Port Authority in their pursuit of building a new 'green' port @ E.55th as well as greening the current facility near Browns Stadium. The Port of Cleveland should be commended for taking a leadership role in the recently developed Green Marine program. That being said, how much further can we go in creating a truly green port?  
Thus far, the Port of Los Angeles appears to be the leader with innovations such as:
AMP (Alternative Marine Power) which enables cargo ships to plug-in to shore based electricity to power on-board amenities such as heat and A/C
A loan program to encourage the purchase of clean (cng, electric, hybrid, etc) trucks
Incubation of a business to manufacture heavy duty all electric trucks that will be utilized at the Port
